To enroll in Medicaid or CHIP, immigrants must currently have a “qualified” immigration status and meet the five‑year waiting period. Some immigrants with humanitarian statuses — such as refugees or asylees — are exempt from this five‑year bar. This exemption continues even after they adjust to lawful permanent resident (LPR) status.
Beginning October 1, 2026, federal funding for Medicaid and CHIP will only be available for U.S. citizens and nationals, and for individuals in a new, very limited immigrant category.
Because of this change, the Pennsylvania Department of Human Services (DHS) is sending letters and FAQs to people who may lose coverage. Immigrants who receive these notices are urged to take action by:
- Contacting their County Assistance Office
- Making sure the office knows the ages of all children in the household and whether anyone is pregnant
- Responding promptly to all DHS notices
