Pennsylvania Agencies Release Insurance Affordability Survey Results

With the expiration of enhanced premium tax credits at the end of 2025, Pennie plans became unaffordable for many people across the state. More than 130,000 individuals have cancelled their coverage since the start of Open Enrollment. To better understand the impact, the Pennsylvania Health Access Network (PHAN) and PACHC conducted a statewide survey and focus groups to gather stories, testimonials, and data on how rising costs are affecting families. Half of Pennsylvanians reported that their Pennie premiums doubled or tripled in 2026.

In response to potential coverage losses for the 2026 Open Enrollment Period, the Pennsylvania General Assembly created the State Health Insurance Affordability Program, but did not allocate funding for it. Once funded, the program will provide premium assistance to eligible Pennsylvanians, helping make coverage more affordable. Pennie continues to work with lawmakers and stakeholders to emphasize the importance of funding this program and the significant benefits it would bring to Pennsylvanians.
