As a result of ongoing litigation, the U.S. District Court for the District of Maryland has temporarily halted several provisions included in the 2027 Notice of Benefit and Payment Parameters (NBPP) that were scheduled to take effect for Plan Year 2027.
One of the provisions was to limit the length and time for open enrollment periods in Federally Facilitated and State-based Marketplaces.
In response, the Pennsylvania Health Insurance Exchange (Pennie) Board voted to reinstate the previous Open Enrollment Period, with enrollment beginning on November 1, 2026, and ending on January 15, 2027, for coverage beginning January 1 or February 1.
